Job Title:CERCLA Site Lead
Location(s): Monticello, UT; Grand Junction, CO; Remote
Hiring Range: $97,000 - $123,000/yr. (Depending on education,
experience)

RSI EnTech, LLC is recruiting for a CERCLA Site Lead who will
manage all site-related activities identified in the LMS contract
Statement of Work, in accordance with all applicable laws and
LM/LMS requirements and procedures, and in direct support of LM
Site Managers. This position is required to be in the field 10-25%
of the time.
Primary Responsibilities and Essential Functions:
- Conduct technical and site management activities that include
work authorization under LM Integrated Work Control
Process.
- Developing and managing annual, lifecycle, and project
schedules and budgets.
- Writing and reviewing technical reports; planning and
overseeing special projects.
- Planning and performing annual site inspections and CERCLA
five-year reviews.
- Participates in routine meetings with stakeholders including
federal, state and local regulators and property owners.
- Reviewing and analyzing proposed rules that impact LM
activities.
- Work with internal and external subject matter experts to
ensure that technical and regulatory issues are successfully
addressed and resolved.
- Prepare weekly and monthly reports. Supervise direct report
staff and matrixed functional support.
- Act independently and provide technical vision while
communicating effectively to ensure LMS management awareness of,
and alignment with, key issues.
Work experience, skills, and capabilities needed:
- Describe work experience required to perform job: Experience
working with all phases of CERCLA and associated regulations and
guidance, including site characterization, ROD amendment processes,
development and implementation of LTS&M and IC plans, CERCLA
Five Year Reviews, and interface with regulators and stakeholders.
Experience and ability to manage scope, budget, and schedules with
Earned Value Management techniques.
- Experience with fundamental principles, concepts, and
techniques in the coordination of environmental projects and
programs, including environmental regulations, budgetary functions,
and matrix management systems.
- Demonstrated ability to interpret broad-range strategic
requirements and to develop and execute plans to satisfy
them.
- Experience working with multiple governmental agencies,
regulators, and stakeholders.
- Experience developing and presenting information on highly
technical and complex subject matter to a variety of internal and
external audiences.
- Experience coordinating the management of construction crews
and activities, reading, and understanding engineering plans and
specifications, procurement of construction subcontracts, change
orders for any work beyond original scope, and producing
documentation of as-built conditions.
- Demonstrate language, mathematical, and computer skills
necessary to perform essential job functions.
- Demonstrate the ability to communicate clearly and
persuasively, both written and verbal, with coworkers, LMS staff,
LM clients, and stakeholders.
- Demonstrate a high level of safety awareness, an ability to
execute work safely, and leadership by example to contribute to a
safe working culture. Full understanding of Integrated Work Control
Process and Integrated Safety Management System.
- Ability to plans, organizes, and direct a project team capable
of completing an assigned project and providing operable equipment,
systems, and facilities on schedule and within budget.
- Obtains project support, expertise, and personnel in the areas
of budget, cost, schedule, safety, environmental science,
construction, quality assurance, operational readiness review,
procedures, and records management from appropriate internal and
external resources.
- Ability to perform in-depth reviews of all technical and design
documents.
- Knowledge of the management techniques and processes required
to develop and manage work scope, schedules, and budgets.
- Ability to present information on highly technical and complex
subject matter to a variety of internal and external
audiences.
- Ability to write work plans and technical reports.
- Expected to act independently and provide technical vision
while also communicating effectively to ensure vertical awareness
of key issues and attain associated internal management
alignment.
- Ability to ensure that all site activities are conducted in a
safe manner and comply with established policies and
procedures.
Technical knowledge, certifications/licenses, and software
proficiency required:
- Knowledge and understanding of requirements for a CERCLA
site
- Comprehensive knowledge of principles, concepts and techniques
in geology, hydrogeology, geotechnical or environmental engineering
or equivalent physical or environmental sciences.
- Experienced with Microsoft Office programs, including Outlook,
Word, Excel, and PowerPoint.
- Valid Driver's License
Desirable qualifications, experience, or proficiencies of the ideal
candidate:
- Professional Certification(s) is a plus. PMP certification is
desired.
- Experience with scheduling software is a plus.
- Experience with CERCLA/RCRA projects is a plus.
- Knowledge of basic radiation theory.
- Knowledge of environmental monitoring programs.
Working Conditions and Physical Requirements:
The employee exerts up to 50 pounds of force occasionally, and/or
up to 20 pounds of force frequently, and/or up to 10 pounds of
force constantly to move objects.
Able to travel on uneven ground for several miles (2-4 miles) per
day under adverse weather conditions. Much of the traveling is up
and down hills. Able to work in hot, cold, windy, and sometimes wet
conditions. Able to work alone for several hours per day in the
field.
The employee is regularly required handle or feel, to reach, and
communicate. The employee is frequently required to move about and
maintain various positions. The employee must have the ability to
perceive the environment and observe technical material and
emails.
