SummaryThe Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.ResponsibilitiesThe TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. GS-0510-07Major Duties and Responsibilities: Serves in a developmental capacity. Accomplishes a prescribed agenda of formal/informal classroom and on-the-job training, rotational job assignments, and self-development. Performs developmental assignments involving the review and processing of accounting documents. Assists in maintaining, analyzing and reconciling general ledgers and subsidiary ledgers. Assists in preparing related reports and in initiating corrective actions. Provides advice and assistance to technicians, analysts and clerical personnel on transactions requiring professional accounting determinations. Maintains liaison with serviced activities, providing advice on availability of funds, reporting methods and account reconciliations. Participates with higher grade accountants in furnishing assistance and advice to operating elements, recommending solutions to problems, and devising new or alternative procedures for accounting or related functions involving analysis of accounting operations. Studies and charts the flow of accounting documents. Observes and reports on prevailing practices concerning the treatment of selected transactions. Analyzes current procedures and systems to determine if improvement or simplification is needed. Studies, analyzes and interprets manuals and other accounting regulations from higher authority and discusses their application with supervisor. GS-0510-09Major Duties and Responsibilities: Serves in an advanced trainee level capacity in Intern Program #1 Performs duties characteristic of the specific occupational series for Accountant, GS-0510, accomplishing a variety of developmental duties in support of the overall work of the organization. Assignments are selected to broaden skills and provide practical experience for progressively more complex assignments, as prescribed in the Master Intern Training Plan. Performs professional or technical duties such as: designs equipment, structures, or systems using established criteria or specifications; tests material, equipment, or systems for compliance with specifications or for evaluation in terms of operational use; reviews technical aspects of applications, designs, or proposed plans for compliance with laws, regulations, standards, specifications, or other requirements and criteria. Performs administrative duties such as: reviews, coordinates, and monitors implementation of policies governing the program area; develops and carries out local directives and guidance; maintains program records and prepares and submits reports; develops information papers and briefings. GS-0510-11Major Duties and Responsibilities: The operating accountant is responsible for the detailed and efficient operation and control of day-to-day fiscal activities at this facility. The incumbent must be experienced in applying professional concepts and methodologies as well as knowledgeable in functional program characteristics and requirements. Provides guidance and assistance to lower graded accountants, accounting interns and technicians in the resolution of complex problems, the interpretation of written guidelines and similar technical matters Initiates, leads, and/or participates in special studies or reviews of accounting operations and prepares reports, automated systems change and/or standard operating procedures based on study results. Reviews Command and higher echelon regulations, procedures and policy guidance, audit findings, customer complaints and managerial directives dealing with day-to-day operations to identify new requirements, sources of problems, interfaces with other appropriations/accounting systems and functions susceptible to more economical, efficient and effective operation. Gathers and analyzes data from a variety of sources. Coordinates with specialists in other units of the Comptroller or affected elements of the Command and serviced activities to develop corrective approaches to problem situations. Basic Requirements:Must a degree in accounting;or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. GS-07 Specialized Experience: You must have at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the TCF Accountant Intern, GS-05 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 05 level in Federal service to qualify at the grade 07. Specialized experience includes: Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability. Deals calmly and effectively with high stress situations (for example, supervising and working in a team to complete work accurately and meet due deadlines. Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. Effectively expresses information to multiple audiences through clear, convincing oral and written communications; demonstrates logical thinking when describing facts and concepts, and shapes communications to meet the needs of a specific audience; actively listens to others and demonstrates understanding of their comments and/or questions. Knowledge of the principles, procedures, and methods of cost accounting, including the use of historical cost, market value, or present value to measure cost; methods for assigning cost to accounting periods; and cost allocation, cost accrual, depreciation, and unit cost. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 year of graduate-level education or superior academic achievement. OR,Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and 1 year of graduate-level education or superior academic achievement. GS-09 Specialized Experience: You must have at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the TCF Accountant Intern, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 07 level in Federal service to qualify at the grade 09. GS-11 Specialized Experience: You must have least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the TCF Accountant Intern, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade 09 level in Federal service to qualify at the grade 11. Specialized experience included: Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability. Deals calmly and effectively with high stress situations (for example, supervising and working in a team to complete work accurately and meet due deadlines.
